One of the most common subjects of dis-cussion at railroad clubs and other placeswhere railroad men meet, is the causesof flange wear of wheels. Some speakersare always trying to find far-fetched causesfor this source of accident and annoy-ance, but we do not think that anyonewho stands for a few hours looking atworkmen putting car wheels on axleswill find much difficulty to explain thecause of flange-cutting. There is notnearly enough care taken in matchingwheels to go on axles. The writer recently had the opportunityto make careful measurements of a greatmany wheels that were waiting to be putunder cars. He very rarely found wheelson the same axle within TV of an inch ofthe same diameter. They varied from TJ5to T3ff in difference. It is a very stupidpolicy that allows wheels in this conditionto be put under rolling stock; for besidesthe trouble from the cutting of flanges,
