mentioned in Einstein, Alfred. Mozart, His Character, His Work, 1962 (pp. 425, on). Noted there that he was a friend of among others Fries (which? Johann? Moritz? "Count", so should be I presume Johann since the dates are just before Johann's death, but "Fries to whom Beethoven dedicated his quintet Op.29", which would have been Moritz, years later after all... unless Alfred Einstein too was confused?)
