Because it has no valid licence for germany. There are a lot of images like this, which you added in a bot-like manner. If you do not understand the language, in which you are editing, you should not edit. Other images you have added like in Anastasius II. have a valid licence, but are not wanted here as they are not conforming to the guidlines for illustration. --GDK Δ 12:00, 11. Emirjp, calm down, please. I don't agree with that "german" opinion either: nobody will ever sue the german WP for old portraits like these. If the status of this picture ist "unknown" because the Russian laws are, err, stupid (contradicting themselves etc.) we may simply not care (my opinion). Same applies to pictures of other countries' origin. BUT: this is not GDK's private opinion or "problem" but German (= German language) WP's policy: laws of Germany, Austria und Switzerland apply, whichever is the most restrictive.
