Die EnviroInfo ist eine mit wenigen Ausnahmen jährlich stattfindende, meist mehrtägige Fachkonferenz zu Themen der Umweltinformatik. Federführend hinsichtlich der Initiierung dieser Konferenz ist das Expert*innennetzwerk Fachausschuss Umweltinformatik der Gesellschaft für Informatik e. V. (GI).

Dem 2002 im Zuge der Internationalisierung eingeführten Titel EnviroInfo gingen Vorgängerveranstaltungen unter wechselnden Bezeichnungen voraus. Die erste vom Fachausschuss Umweltinformatik initiierte Konferenz fand 1986 als «Symposium Informatikanwendungen im Umweltbereich» statt.

Geschichte[Bearbeiten | Quelltext bearbeiten]

Die Geschichte der EnviroInfo ist eng mit der Entstehung der Umweltinformatik, einer Teildisziplin der angewandten Informatik, verbunden.[1] Die Entwicklung der Umweltinformatik seit den 1990er Jahren ist durch die Konferenzbände dreier Konferenzreihen dokumentiert, zu denen neben der EnviroInfo auch ISESS und ITEE gehören.[2] Die EnviroInfo hat als älteste und einzige bis heute regelmässig stattfindende Konferenz jedoch einen besonderen Stellenwert.

Die EnviroInfo entstand vor dem Hintergrund der sich in den 1980er Jahren verschärfenden Umweltverschmutzung und eines gleichzeitig zunehmenden Umweltbewusstseins mit einem entsprechend steigenden Bedarf an aktuellen Informationen über den Zustand der Umwelt und Methoden zu deren Verarbeitung.[1] In der angewandten Informatik gewannen Umweltthemen an Relevanz und – vor allem im deutschsprachigen Raum – arbeiteten erste Gruppen aus Umwelt- und Informatik-Expert*innen[1] an aus technischer Sicht noch unspezifischen Anwendungen der Informatik im Umweltbereich[3]. Diese Einzelbemühungen wurden – beginnend 1986 auf der ersten EnviroInfo in Karlsruhe, damals noch unter dem Konferenztitel «Symposium Informatikanwendungen im Umweltbereich» – zusammengeführt und systematisiert.[1] Ziele der Veranstaltungen sind seither, innovative Methoden und Techniken der Umweltforschung und des Umweltschutzes in Anwendung zu bringen und «den Dialog zwischen angewandter lnformatikforschung, Entwicklern und Herstellern sowie den Anwendern in Industrie und Verwaltung zu intensivieren.»[4]

Der bis heute bestehende Fachausschuss Umweltinformatik der GI (Unterausschuss des Fachbereichs Informatik in den Lebenswissenschaften) geht auf einen Vorschlag aus dem zweiten Symposium von 1987 zurück.[1] Seit 1989 hat jede Veranstaltung aufgrund aktueller Entwicklungen sowie der Präferenzen und fachlichen Schwerpunkte der jeweiligen lokalen Organisation ihr eigenes Profil und spezifische Themen.[5] Für die Tagungen von 1990 und 1994 sind Teilnehmendenregistrierungen zwischen 500[6] und 600[7] Personen belegt, was das hohe Interesse an Computeranwendungen zur Analyse von anthropogenen Umweltbelastungen in den 1990er Jahren zeigt. 1991 gab es mit der Siemens AG zum bisher einzigen Mal einen privatwirtschaftlichen Ausrichter der Konferenz.[5] Im Jahr 1992 fand keine offizielle Konferenz statt, jedoch ein Expert*innentreffen im Rahmen der in Madrid abgehaltenen zwölften internationalen Jahrestagung der International Federation for Information Processing (IFIP).[5] Bei der Konferenz 1995 war wiederum ein Anstieg der Anzahl von Vorträgen sowie ein Zuwachs an Teilnehmenden aus nicht-deutschsprachigen, vor allem osteuropäischen Ländern zu verzeichnen.[5] Dies war ein erster Schritt zur Förderung des grenzüberschreitenden Austauschs von Umweltinformationen durch die EnviroInfo.[5] Seit 2001 findet eine Ausweitung vom Anwendungsgebiet Umwelt in Richtung Nachhaltige Entwicklung statt.[5] 2001 wurde ausserdem ein Best-Paper-Award und 2003 ein Studierendenpreis eingeführt.[5]

2004 fand die Konferenz am CERN in Genf statt.[8] Mit der Konferenz von 1997 in Strassburg, die in Deutsch und Französisch abgehalten wurde, begann die Internationalisierung der Veranstaltung.[5] Seit 2001 findet die Konferenz überwiegend in englischer Sprache statt. Dies führte schon ein Jahr später unter dem neuen Titel EnviroInfo zu einer deutlichen Steigerung von Vortrags- und Teilnehmendenzahlen vorwiegend aus dem Europäischen Raum.[1] Bis 2023 hat die EnviroInfo in insgesamt zehn europäischen Ländern (Deutschland, Österreich, Schweiz, Frankreich, Italien, Dänemark, Luxemburg, Polen, Tschechien, Zypern), stattgefunden. Mit dem Veranstaltungsort Kairo verlässt die EnviroInfo 2024 erstmals Europa.

Bedeutung für fachliche und politische Entwicklungen[Bearbeiten | Quelltext bearbeiten]

Die erste Konferenz 1986 sowie die Gründung des Fachausschusses werden als Katalysatoren für die Entwicklung der Umweltinformatik gesehen.[5] Auch darüber hinaus hat die EnviroInfo wesentlich zum Fortschritt der Umweltinformatik beigetragen, indem sich Autor*innen gegenseitig inspirierten und gemeinsam produktiv wurden (z. B. von 2000 bis 2013 rund 1.700 Fachbeiträge im Zusammenhang mit EnviroInfo).[1] Der Pionier der Fernerkundung für das Umweltmonitoring in Großstädten Werner Pillmann spricht von «crowd accelerated innovation»[1], die durch die EnviroInfo stattgefunden habe. Durch die Konferenzen wurden Impulse für die Informatik gegeben, etwa durch die Thematisierung der Heterogenität von Daten oder der methodischen Herausforderungen von Modellen. Sie wirkte auch strukturbildend durch die Gründung des Fachausschusses Umweltinformatik der GI.[1] Die im Umfeld der EnviroInfo behandelten Themen haben Einfluss auf politisches Handeln entfaltet:

«Die in den 80er Jahren bearbeiteten Themen zu Luftreinhaltung, Boden- und Gewässerschutz, des Abfallmanagements uva. sowie der damit verbundene Aufbau von Umweltinformationssystemen, Datenbanken, Geographischen Informationssystemen, die Fortentwicklung von Fernerkundungsmethoden etc. finden heute ihre Anwendung in der internationalen Klimafolgenforschung, in der Digitalen Agenda, in SISE mit dem Ziel ein Shared Environmental Information System aufzubauen, in Eye on Earth der EEA und den Umweltinformationssystemen der Länder, die informatikgestützt über „Public Sector Information“ und eGovernment einen freien Zugang zu digital bearbeitbarer Information öffnen.»[1]

Instrumente und Ergebnisse des staatlichen Umweltmonitorings wurden auf der EnviroInfo präsentiert. Beispielsweise stellte das Bundesland Baden-Württemberg einen umfassenden Zwischenbericht seines Umweltinformationssystems (UIS BW) auf der Konferenz 1993 vor.[5] Ab 1994 wurden solche Präsentationen der öffentlichen Hand thematisch komplementiert durch Beiträge über Umweltinformationssysteme für Privatunternehmen. Die Konferenz 1994 setzte erstmals einen Schwerpunkt auf «Betriebliche Umweltinformationssysteme».[4] Die Universität Hamburg als dreimaliger Host der EnviroInfo charakterisiert die fachliche und politische Bedeutung der Konferenz wie folgt auf ihrer Website:

«Die EnviroInfo ist die führende internationale und interdisziplinäre Tagung über innovative umweltbezogene Informations- und Kommunikationstechnik (ICT) und stellt sowohl den derzeitigen Stand als auch die neuesten Entwicklungen auf dem Gebiet der Umweltinformatik dar.»[9]
